Charitable organizations engaged in lobbying or public policy advocacy must disclose contributions totaling $10,000 or more annually from foreign principals, including foreign governments, foreign political parties, foreign-controlled corporations, and non-U.S. citizens

Disclosures must be filed with the Ethics Commission by January 31 annually, with single contributions exceeding $10,000 disclosed within 30 days; required information includes the foreign principal's name, country of origin, contribution amount and date, and intended use

Knowing violations carry civil penalties up to $25,000 per violation, plus possible suspension from lobbying or public policy advocacy for up to one year for willful noncompliance

Exemptions apply to contributions from federally recognized tribal nations and contributions to religious organizations used solely for religious observance, worship, or instruction
