Prohibits dog owners from knowingly, recklessly, or negligently allowing their dogs to pursue, harass, or disturb wildlife on land they do not own or have permission to enter, with first violations resulting in a warning and subsequent violations punishable by fines up to $250

Defines "person in lawful control of the land" to include landowners, tenants, and holders of valid written hunting, fishing, agricultural, grazing, or recreational-use leases

Authorizes game wardens to enforce the new dog harassment provisions upon complaint from landowners or persons in lawful control, including authority to detain or impound dogs when owners cannot be identified

Exempts dogs lawfully engaged in hunting with permission, livestock-protection dogs, law enforcement animals, and unintentional boundary crossings where reasonable retrieval efforts are made

Increases first-offense trespass fines on farming, ranching, or forestry land to $750-$2,000, with second offenses carrying fines of $1,500-$2,500 and/or 30 days to 6 months in county jail
