Prohibits the manufacture, sale, distribution, or offering for sale of cultivated meat (meat produced from in vitro animal cell cultures) in Oklahoma, with violations punishable as a misdemeanor

Allows food seller licenses to be suspended or revoked upon conviction of an owner or employee for violating the cultivated meat ban

Exempts federal, state, or local government entities and higher education institutions (or their formal partners) from the ban for research purposes

Amends existing false advertising law to remove "cultivated-protein food product" from the definition of "manufactured-protein food product," while maintaining labeling requirements for insect-protein and plant-protein products using meat terminology

Effective date of November 1, 2026
