Lowers the age threshold for "adult animal" and "intact female animal" from 12 months to 9 months for purposes of commercial pet breeder licensing requirements

Redefines "puppy" and "kitten" as dogs and cats less than 9 months old, down from the previous 12-month threshold

Requires the State Board of Agriculture to promulgate rules for conducting at least annual inspections of animal shelters and commercial breeders, replacing the previous requirement that inspections occur during normal business hours with facility representative present

Expands license denial or revocation grounds to apply to any owner, operator, partner, or member with percentage ownership who has relevant criminal convictions, not just the primary applicant
