Amends Oklahoma law to require municipalities to notify lienholders of record (in addition to property owners) when taking action to clean trash or mow weeds/grass on properties within municipal limits

Requires at least 10 days' notice by mail to both owners and lienholders before the governing body holds a hearing or takes action, using addresses from county treasurer tax rolls

Municipal clerk must forward cost statements to lienholders of record demanding payment after cleaning/mowing is performed, and must mail copies of certified statements to lienholders when costs are forwarded to the county treasurer

Adds new definition of "lienholder of record" as a person holding a lien on property subject to municipal action as recorded on a deed or title in county records
