Amends the Oklahoma Route 66 Commission Revolving Fund statute to grant the Commission discretionary power to execute memorandums of understanding with state agencies for administrative services

Maintains the revolving fund as a continuing fund not subject to fiscal year limitations, administered by the Oklahoma Route 66 Commission for preserving and developing Route 66 and commemorating the Route 66 Centennial

Requires the Commission to promulgate permanent rules covering application procedures, funding award processes, general duties, and legislative reporting requirements

Directs all unencumbered funds remaining in the revolving fund upon the Commission's expiration to be transferred to the General Revenue Fund

Effective date: November 1, 2026
