Creates the Southeast Scenic Rivers Act designating four rivers as scenic: the Glover River, Kiamichi River, Little River, and Mountain Fork River in southeastern Oklahoma counties (McCurtain, Choctaw, Pushmataha, and Le Flore).

Establishes the Southeast Scenic Rivers Commission as a state agency with 11 members serving 4-year terms, appointed by the Governor (3), Senate President Pro Tempore (2), Speaker of the House (2), and 4 members selected from registered voters residing or owning property within 660 feet of the designated rivers.

Grants the Commission authority to establish planning standards, prepare management plans, hire an administrator who may be commissioned as a peace officer, accept property and gifts, own public access points, issue use permits, and review local government actions within designated areas.

Requires state funding through a separate line-item appropriation via the Oklahoma Wildlife Conservation Commission, which must also cooperate with the new Southeast Scenic Rivers Commission on enforcement.

Effective date is November 1, 2026; the Commission is explicitly prohibited from exercising eminent domain power.
