Amends the Oklahoma Open Meeting Act to expand the definition of "meeting" to include any task force, working group, advisory group, study group, committee, subcommittee, or other group convened by a public body to discuss and make recommendations, regardless of the number of members present

Requires such advisory groups created by public bodies to comply with open meeting requirements even if they do not constitute a majority of the public body's membership

Maintains existing exclusions from the "meeting" definition for informal gatherings where no public business is discussed

Effective date: November 1, 2026
