Prohibits the possession, sale, transfer, and breeding of primates (all non-human species of the order Primates) in Oklahoma, effective November 1, 2026

Exempts research facilities, primate sanctuaries, licensed zoos and circuses with Class C federal exhibitor licenses, veterinary hospitals providing treatment, law enforcement, animal shelters temporarily housing primates, and persons transporting primates through the state for less than 24 hours

Allows current primate owners to keep existing animals if they register with local animal control by May 1, 2027, pay a $20 annual fee, maintain $250,000 liability insurance, and do not acquire additional primates

Authorizes law enforcement to seize primates with a warrant, with forfeiture hearings required within 10 business days; violators may be ordered to pay care expenses and be prohibited from future exotic animal ownership

Violations constitute a misdemeanor punishable by fines of $500 to $2,000; local governments may adopt stricter regulations
