Creates the Landowner Energy Negotiation, Agricultural Preservation, and Orphaned Well Mitigation Education Program within the Oklahoma Cooperative Extension Service to provide education, legal assistance, and training to landowners on negotiating oil, gas, wind, and solar energy agreements

Establishes a State Energy Land Remediation and Education Fee of up to $25 per acre annually on disturbed acreage from energy projects, collected from construction commencement through decommissioning or site reclamation

Creates the Landowner Energy Negotiation Revolving Fund, with 80% of collected fees distributed equally between OSU and Langston University Cooperative Extension Services, and up to 10% each retained by the Department of Agriculture and Corporation Commission for administration

Provides a 50% stewardship credit on the per-acre fee for renewable energy projects that incorporate agrivoltaic or dual-use land management practices such as livestock grazing, pollinator habitats, or soil health measures

Requires annual reporting to the Legislature by December 31 on expenditures, landowners served, energy negotiation literacy outcomes, and adoption of dual-use agricultural practices; effective November 1, 2026
