Creates the "Foreign Principal Lobbying Oversight Act" requiring agents who lobby on behalf of foreign governments, political parties, or businesses with 51% or greater foreign ownership to register with the Oklahoma Secretary of State within 15 days of becoming an agent

Registration filings must include the agent's identity, the foreign principal's identity, agreement dates, nature of lobbying activities, and a fee; agents must report changes within 10 business days

Secretary of State must publish a list of registered foreign agents on its website and periodically notify elected officials how to access the list

Exempts diplomatic officials, attorneys handling purely commercial or legal matters, news organizations, 501(c)(3) religious/charitable organizations, and persons engaged in academic, scientific, fine arts, or bona fide trade activities

Willful violations, false statements, or material omissions constitute a misdemeanor punishable by a $500 fine; effective date November 1, 2026
