Creates a civil cause of action for individuals who suffer harm from the intentional disclosure or threatened disclosure of private intimate images without their consent, where the discloser knew or recklessly disregarded lack of consent

Defines "intimate images" as photographs, videos, or similar media showing uncovered genitals, pubic area, anus, female post-pubescent nipple, or sexual conduct of an identifiable person

Allows prevailing plaintiffs to recover actual economic and noneconomic damages (including emotional distress) or statutory damages up to $10,000 per defendant, plus any monetary gain the defendant made, punitive damages, attorney fees, and injunctive relief

Provides exceptions for good-faith disclosures in law enforcement, legal proceedings, medical contexts, reporting unlawful conduct, matters of public concern, or to assist the depicted individual

Establishes a 4-year statute of limitations from discovery of the disclosure or date of threat, with tolling for minors until they reach age of majority; effective November 1, 2026
