Creates the Oklahoma Education and Workforce Efficiency Data System (EDS) as a secure system for de-identifying, exchanging, and matching education and workforce data across state agencies including the Workforce Commission, State Department of Education, Higher Education Regents, and Employment Security Commission.

Establishes a 9-member Efficiency Data System Governance Council to oversee development and operation, including agency heads from education and workforce entities, plus one data privacy expert and one public member with relevant expertise.

Requires the system to support advanced analytics including artificial intelligence, machine learning, and data visualization while complying with FERPA and state privacy laws; prohibits collection of religion, political affiliation, health insurance status, and medical information.

Sets deadlines requiring critical data elements identified by June 30, 2026, vendor selection by June 30, 2026, and full system operation with critical datasets by June 30, 2027; annual progress reports required to the Governor and legislative leadership.

Funds the system through state appropriations to the Office of Educational Quality and Accountability, federal grants including Workforce Data Quality Initiative funds, cost-sharing agreements, and public/private sources; effective date July 1, 2025.
