Creates the Grow Your Own Educator Program, administered by the State Department of Education, to provide matching fund grants to public school districts that offer tuition or loan repayment assistance to employees pursuing undergraduate teaching degrees from accredited teacher preparation programs

Eligible school districts must apply through the State Department of Education, specifying the grant amount requested, employee position, and subject area being pursued

Grants awarded on a first-come, first-served basis with no limitations beyond available funding in the Grow Your Own Educator Revolving Fund

Grant recipients must submit annual progress reports by June 30 (beginning 2026), and the Department must report to the Governor and legislative leadership by December 31 each year on recipients, amounts, and subject areas

Effective date of July 1, 2025, with emergency clause for immediate effect upon passage
