Establishes the Program of American Civic Thought and Leadership at the University of Oklahoma's Norman campus to educate students in American political principles, Western civilization, free market economics, and foundations of citizenship

Authorizes the program to enroll students, hire tenure-track faculty, and develop graduate and undergraduate major/minor programs, with initial courses available fall semester 2027

Creates a six-member advisory board appointed by the OU Board of Regents by December 31, 2025, to advise on staffing, curriculum, policy, and programming

Appropriates $3,000,000 from the General Revenue Fund to the Oklahoma State Regents for Higher Education for program implementation

Requires annual strategic plans by March 1 and annual reports by September 1 (beginning 2027) to the Governor and legislative leadership; effective date July 1, 2025, with emergency clause
