State Department of Education must establish the Oklahoma High Dosage Tutoring Program for grades K-8, targeting students at least one-half grade level behind in mathematics or English language arts

Tutoring must be in-person, after school hours, with a minimum of three one-hour sessions per week in cohorts of no more than five students, conducted for at least 10 weeks in fall and 12 weeks in spring

Tutors receive $1,600 per cohort per semester, plus $1,000 bonuses for each full grade level improvement by students; tutors whose students fail to improve by half a grade level face conditional status and potential removal from the program after two years

Priority participation goes to school districts designated for additional targeted support or comprehensive support under the Every Student Succeeds Act, with approval on a first-come, first-served basis

Creates the High Dosage Tutoring Revolving Fund to receive gifts, grants, federal funds, and state appropriations for program implementation; effective July 1, 2025
