Expands eligible uses for County Community Safety Investment Fund to include mental health and substance use jail intake screenings and jail reentry programs alongside existing pretrial diversion programs

Establishes minimum funding guarantee of at least 0.5% of total appropriated funds for each county government or multi-county partnership per award cycle

County governments and multi-county partnerships may apply for grants supporting evidence-based mental health treatment, substance abuse programs, employment programs, education programs, and housing programs

Department of Mental Health and Substance Abuse Services must submit annual reports to legislative leadership detailing awards and services provided by each recipient

Effective date of July 1, 2025, with emergency clause for immediate implementation upon passage and approval
