Creates the Preserving and Advancing County Transportation Fund (PACT Fund) as a revolving fund in the State Treasury to provide ongoing funding for county road and bridge construction and maintenance

Redirects 20% of gross production tax revenue from natural gas/casinghead gas (taxed at 5% rate) to the PACT Fund, capped at $75 million per fiscal year, with excess going to the General Revenue Fund

Reduces the General Revenue Fund's share of the 5% gas tax from 80% to 60% to fund the new PACT allocation

Distributes PACT Fund monies with two-thirds allocated to raise counties to a target ratio of $4,000 per county road mile (prioritizing lowest-ratio counties), and one-third allocated based on each county's proportion of total county bridges statewide

Appropriates $25 million from the General Revenue Fund for FY 2026 to the County Improvements for Roads and Bridges Fund specifically for reconstruction of county bridges on Major Collector routes
