Establishes the School of American Civic Thought and Leadership at the University of Oklahoma's Norman campus to educate students in American political principles, Western civilization, free market economics, and civic engagement

Creates a 6-member advisory board from the OU Board of Regents, with the Provost serving as chair; members must be appointed by December 31, 2025, and a national search for the school's director must be completed by March 31, 2026

Authorizes the school to enroll students, hire tenure-track faculty, offer graduate and undergraduate programs, provide internships, and develop an American institutions course in anticipation of a future graduation requirement

Faculty may receive tenure without joint appointment in another OU department; if the school dissolves, tenured faculty must be relocated to another academic unit

Appropriates $5,000,000 from the General Revenue Fund to the Oklahoma State Regents for Higher Education to implement the school, with an effective date of July 1, 2025
