Mandates individualized review before denying housing to applicants with criminal convictions, prohibiting blanket policies stating "any applicants with criminal convictions will be denied"

Requires screening policies to specify the time period for considering criminal records and establish procedures for applicants to submit mitigating evidence during individualized review

Individualized reviews must consider offense seriousness, applicant's age at time of offense, time elapsed since offense, evidence of rehabilitation, and relevance to tenancy

Oklahoma Housing Finance Agency will monitor compliance with screening policy requirements and provide guidance to property owners receiving affordable housing tax credits
