Creates the Oklahoma National Guard CareerTech Assistance Program to provide tuition assistance for eligible Oklahoma National Guard members enrolled in technology center school programs leading to certification or licensure, for a maximum of 3 years

Eligible members must be in good standing, have a high school diploma or GED, have at least 1 year remaining on enlistment, and agree to serve 24 months after completing their last assisted semester

Recipients must maintain a minimum 2.0 GPA, satisfactory academic progress, and satisfactory National Guard participation; must exhaust federal education benefits first

Members who fail to maintain satisfactory Guard participation must repay a prorated amount based on unfulfilled months of the 24-month service commitment, though hardship waivers may be requested

Establishes the Oklahoma National Guard CareerTech Assistance Revolving Fund funded by state appropriations; effective July 1, 2025
