Oklahoma State University Veterinary Medicine Authority is authorized to conduct a comprehensive study of elk populations within the Special Northwest Zone, covering private lands in Woodward, Dewey, Ellis counties and a portion of Roger Mills County

Study plan must be established by November 1, 2026, assessing current population levels, trends, habitat usage, health, genetic diversity, disease monitoring, and effectiveness of current management strategies

Authority must develop a management plan with science-based recommendations for long-term elk population sustainability and ecosystem health, to be published on the Authority's website

Authority may coordinate with state and federal agencies, including requesting temporary suspension of elk hunting and harvesting during the study

Effective date of July 1, 2026, with emergency clause for immediate effect upon passage and approval
