Oklahoma public and accredited private higher education institutions must submit quarterly reports detailing all foreign source funding exceeding $50,000, including contracts, gifts, grants, endowments, and salary payments

Reports must include the funding amount, purpose, description of the foreign source with name and address, and copies of any associated contracts or agreements

Reports are public records under the Oklahoma Open Records Act and must be posted on institutional websites and submitted electronically to the Governor and legislative education committee chairs

Willful failure to include reportable funding subjects institutions to fines up to $10,000 per incident, with fines and unreported amounts deposited in the General Revenue Fund; the Attorney General may investigate noncompliance

Tuition and fee payments by foreign individuals for enrolled students are exempt from reporting requirements; effective date is July 1, 2025
