School district personnel are prohibited from using corporal punishment on any student identified with a disability under the Individuals with Disabilities Education Act (IDEA)

Expands previous protection, which only covered students with "the most significant cognitive disabilities" as defined by the State Department of Education

Removes the prior exception that allowed corporal punishment if addressed in a student's Individualized Education Program (IEP)

Eliminates the parental waiver provision that previously allowed parents to consent to corporal punishment for their disabled child

Corporal punishment is defined as deliberate infliction of physical pain through hitting, paddling, spanking, slapping, or any other physical force used for discipline
