Amends 70 O.S. 2021, Section 5-117 to require school boards selling or leasing district facilities to notify eligible charter schools (public charter schools within the district's geographic boundaries) when a current lessee declines to exercise right of first refusal

Eligible charter schools have 30 days after receiving notice to elect to purchase or lease a district facility or underutilized portion on the same terms offered to other prospective buyers

Defines "district facility" as school buildings used for classroom instruction currently or within the previous 20 years; "underutilized" means used less than 60% of student capacity or not used for instruction a majority of instructional days

Requires random lottery selection when multiple eligible charter schools express interest in purchasing or leasing the same facility

Prohibits school boards from establishing covenants, policies, or agreements that prevent or restrict sales or leases of district facilities to eligible charter schools; effective date July 1, 2026
