Amends 70 O.S. 2021, Section 509.11 to prohibit school districts from requiring or coercing employees to meet, communicate, listen to, or otherwise interact with employee organizations or professional educators' associations

Prohibits school districts from distributing communications or membership solicitations on behalf of any employee organization or educators' association

Prohibits school districts from giving any employee organization or educators' association more favorable access to district meetings, facilities, communications systems, equipment, supplies, or other resources than other organizations receive

Maintains existing equal access requirements allowing educators' associations to set up informational tables, speak at meetings, use mail systems, and post on bulletin boards, with reimbursement required for district costs

Effective date of July 1, 2025, with emergency clause for immediate effect upon passage and approval
