Prohibits Oklahoma public schools and higher education institutions from accepting gifts, research funding, contracts, or partnerships from "countries of concern" including China, Russia, Iran, North Korea, Qatar, Cuba, Venezuela, and Syria

Requires disclosure within 60 days of all gifts and contracts received from countries of concern since December 31, 2013, with future gifts and contracts requiring pre-approval from the Office of Management and Enterprise Services (OMES) within 30 days

Imposes civil penalty of 105% of undisclosed gift or contract value, with whistleblower employees entitled to 25% of recovered penalties and immunity from retaliation

Mandates institutions with research budgets of $10 million or more to screen foreign research applicants, establish research integrity offices, and create international travel approval programs by July 1, 2026

Requires annual reports to the Governor and Legislature on foreign partnerships and agreements, and directs the Governor to appoint someone to produce semi-annual "Report on Foreign Influence in Higher Education"
