Removes the prohibition on convicted felons possessing firearms in vehicles they are operating, while maintaining restrictions at residences

Creates new pathway for nonviolent felons to restore firearm rights after completing their sentence and remaining conviction-free for 5 years, limited to non-semi-automatic firearms

Excludes certain nonviolent felony offenses from rights restoration eligibility, including domestic abuse, child endangerment, stalking, incest, indecent exposure, sexual assault, protective order violations, and sex offender registration violations

Maintains existing rights restoration for nonviolent felons who receive a full pardon, allowing possession of any firearm and eligibility for professions requiring firearms

Effective date of November 1, 2025
