Authorizes unannounced on-site inspections of any employer to verify compliance with workers' compensation requirements

Employers who fail to secure required workers' compensation coverage face misdemeanor charges and fines up to $10,000, plus civil penalties up to $1,000 per day of violation (maximum $50,000 for first offense)

Employers may contest proposed violation judgments by filing a written hearing request within 20 days; failure to respond makes the judgment final

Declared an emergency measure, taking effect immediately upon passage and approval
