Prohibits sentencing any person who was under 18 years old at the time of the offense to life imprisonment without the possibility of parole

Caps mandatory minimum sentences for juvenile offenders at 20 years imprisonment maximum

Requires courts to depart from mandatory minimum sentences when sentencing juveniles, even in cases where departures are normally prohibited (violent offenses, sex offenses, firearm offenses, drug trafficking, etc.)

Updates statutory references in the Youthful Offender Act to reflect current code sections
