Extends the sunset date for the Oklahoma Strategic Military Planning Commission from December 31, 2025 to December 31, 2030

Re-creates the 9-member Commission, with 5 voting members appointed by the Governor representing communities affected by potential realignment or closure of Altus Air Force Base, Vance Air Force Base, Fort Sill, McAlester Army Ammunition Plant, and Tinker Air Force Base

Includes 4 ex officio nonvoting members: one legislator each from the House and Senate, the Secretary of Veterans Affairs, and the Adjutant General of the Oklahoma National Guard

Declares an emergency, making the act effective immediately upon passage and approval
