Amends administrative procedures for the Oklahoma State Bureau of Narcotics and Dangerous Drugs Control, requiring registrants to request a hearing within 30 days of receiving an order to show cause or all alleged violations are deemed admitted

Limits jurisdiction and venue for all registration-related actions and appeals exclusively to the district court of Oklahoma County

Allows subpoenas to be quashed or modified if the Director or hearing officer finds the information sought is not necessary and proper to adjudicate the issues in the order to show cause

Authorizes the Director to prohibit registrants or applicants from reapplying for registration for up to 5 years following annulment, revocation, or denial

Declared an emergency measure, taking effect immediately upon passage and approval
