Amends Oklahoma county purchasing law to allow purchasing agents to select the next lowest and best bidder from qualified bidders when a winning vendor cannot perform, rather than being limited to telephone quotes or one-time purchases under $25,000

Expands exceptions to requisition requirements by excluding professional services (as defined in 18 O.S. § 803) from standard county purchasing procedures

Updates statutory references for municipal fire department provisions from Sections 29-101 through 29-108 and 29-201 through 29-204 to Sections 29-101 through 29-115 of Title 11

Makes technical corrections including changing "State Auditor and Inspector's Office" to "Office of the State Auditor and Inspector" and updating language from "plus" to "and" for transportation cost calculations
