Creates the "Oklahoma Sexual Education Reform and Parental Rights Protection Act" establishing two categories of sex education: "comprehensive sexual education/sexual risk reduction" (broadly defined to include topics like contraception, non-heterosexual orientations, gender identity, and abortion) and "optimal sexual health education/sexual risk avoidance" (emphasizing abstinence, heterosexual marriage, and traditional family values)

Changes parental consent from opt-out to opt-in, requiring written parental consent before any student can participate in sex education classes, programs, tests, surveys, or questionnaires

Requires school districts to post all sex education curriculum, materials, and supplementary materials on their website for parental review

Mandates that sex education classes be taught only by certified teachers employed by the school district, prohibiting outside organizations including county and city-county health departments from leading instruction

Restricts instructional materials to those approved by the State Textbook Committee and prohibits use of state funds to purchase non-approved materials; effective date July 1, 2025
