Adds the State Treasurer to the list of state entities authorized to employ or appoint their own attorneys rather than relying on the Attorney General for legal representation

Adds the Department of Wildlife Conservation and the Oklahoma Wildlife Conservation Commission to the list of entities exempt from the general prohibition on hiring independent counsel

Removes the Oklahoma Merit Protection Commission from the list of entities authorized to employ their own attorneys

Removes the Board of Managers of CompSource Oklahoma from the list of entities excluded from Attorney General defense services

Effective date is November 1, 2025
