Prohibits utilities operating in Oklahoma from holding landlords liable for utility bills, fees, or charges accrued by tenants occupying their residential or nonresidential properties

Applies to all types of utilities including gas, electric, water, and heat providers, whether operated by corporations, associations, companies, individuals, cities, or towns

Covers both residential and nonresidential properties, including dwelling units, buildings, manufactured homes, and mobile home sites

Effective date: November 1, 2025
