Amends 36 O.S. 2021, Section 1219.6 to add new disclosure requirements when health insurers or HMOs initiate or change payments to health care providers using credit cards or electronic funds transfers

Requires insurers to notify health care providers of any fees associated with a particular payment method and provide clear instructions on how to select an alternative payment method

Prohibits health insurance contracts from restricting payment methods to credit card payments only, ensuring providers have payment options beyond virtual credit cards

Prohibits fees for Automated Clearing House (ACH) payments unless the health care provider has consented to the fee

Effective November 1, 2025, with provisions that cannot be waived by contract and violations enforceable by the Insurance Commissioner
