Raises Oklahoma's age of consent for sexual intercourse from 16 to 18 years old, making sexual intercourse with anyone under 18 a form of rape under state law

Creates a close-in-age exemption allowing consensual sexual intercourse with persons 16 or older if the other party is no more than 4 years older (replacing the previous standard requiring the perpetrator to be over 18)

Removes the lower age threshold of 14 from the consent defense provision, setting 16 as the new minimum age at which the close-in-age exemption can apply

Declared an emergency measure, taking effect immediately upon passage and approval rather than following the standard effective date
