Expands the public utility exemption from "green hydrogen" production facilities to all "electricity" production facilities, allowing these entities to generate and furnish power to themselves, affiliates, or tenants without being classified as regulated public utilities

Permits exempt electricity producers to contract with public utilities, rural electric cooperatives, or municipalities to furnish electric service to specific customers, as long as the service is not resold as retail electricity or supplied for public use

Requires any project operating under this exemption to include a natural gas component in their power generation capacity

Removes any obligation for public utilities to serve customers who receive electric service from entities operating under this exemption, while preserving parties' rights to make filings with the Corporation Commission

Effective date of July 1, 2025, with an emergency clause for immediate effect upon passage and approval
