Establishes a new administrative rules division within the Legislative Office of Fiscal Transparency within 90 days of the act's effective date, with up to 5 full-time employees

Requires the division to evaluate proposed permanent administrative rules for constitutional alignment, legislative intent compliance, proportionality of impacts, and statutory authority of the promulgating agency

Adds a new duty for the Office to analyze and conduct performance evaluations related to executive branch agency administrative codes

Mandates the division to issue reports with evaluations and legislative recommendations to the President Pro Tempore, Speaker, and Administrative Rules Committee chairs

Effective date of July 1, 2025, with an emergency clause for immediate effect upon passage and approval
