Extends the deadline for secured parties (lenders) to deliver lien entry forms and filing fees to Service Oklahoma from 25 days to 45 days after the date of the lien entry form to maintain perfection of security interest from the execution date

Modifies requirements for lien release to used motor vehicle dealers: secured parties must mail a copy of the lien release within 7 business days after receiving a written request from the dealer, rather than within 7 days after satisfaction of the debt

Maintains existing penalties for failure to release liens: $100 initial penalty, increasing to $100 per day (up to $1,500 or vehicle value, whichever is less) after written demand and 7 business days

Effective date of July 1, 2025, with emergency clause for immediate effect upon passage and approval
