Amends the Oklahoma Open Records Act to expand the definition of "law enforcement agency" to include state and local fire marshals when investigating potential criminal law violations or acting on behalf of law enforcement

Authorizes public bodies to require advance payment of estimated fees when costs exceed $75.00 or when the requestor has outstanding fees from previous requests, with any overpayment to be returned

Permits public bodies to require requestors to complete a records request form and allows denial of requests that lack "reasonable specificity" even after the public body has attempted to clarify

Establishes three requirements for reasonable specificity: requests must specify a general time frame, seek identifiable records rather than general information, and include sufficiently specific search terms
