Designates the elected county sheriff as the senior authoritative peace officer in each county, with primary duties to keep the peace and protect residents' liberties and security

Prohibits federal employees not designated as Oklahoma peace officers from making arrests, searches, or seizures without written permission from the county sheriff, with exceptions for federal enclaves, witnessing crimes requiring immediate arrest, or when the target is connected to the sheriff's office

Requires written permission requests to include the subject's name, probable cause statement, description of assets to be seized, date/time, and location; permission expires after 48 hours

Mandates prosecution of federal employees who violate these requirements for kidnapping (for arrests), trespass (for searches), theft (for seizures), or homicide if applicable, with no prosecutorial discretion allowed

Declares under the Tenth Amendment that any federal law giving federal employees county sheriff authority is null, void, and not recognized by Oklahoma; includes an emergency clause for immediate effect upon passage
