Enacts the Dentist and Dental Hygienist Compact, allowing Oklahoma dentists and dental hygienists licensed in participating states to practice in other participating states through a "Compact Privilege" without obtaining additional licenses.

Establishes the Dentist and Dental Hygienist Compact Commission as a joint government agency to administer the compact, with one commissioner appointed from each participating state's licensing authority.

Requires licensees seeking compact privileges to hold an unencumbered license, pass National Board Examinations, graduate from accredited programs, complete clinical assessments, and meet any jurisprudence requirements of remote states.

Waives Commission fees for active military members and their spouses seeking compact privileges, and facilitates relocation for military families.

Becomes effective November 1, 2026, with the compact taking effect when enacted by seven participating states.
