Removes the administrative fine and license suspension provisions for handgun licensees who violate firearm restrictions on college, university, or technology center property

Authorizes private colleges, universities, and technology center schools to adopt policies permitting weapons on their property or in school vehicles, with liability protection except for gross negligence or willful misconduct

Eliminates the requirement that colleges and universities notify the Oklahoma State Bureau of Investigation within 10 days of a firearm policy violation by a licensee

Updates statutory language references, including changing "Section 1750.1 et seq. of Title 59" to "the Oklahoma Security Guard and Private Investigator Act"
