State agencies receiving federal or state funds are prohibited from using or procuring biotechnology equipment or services from companies designated by the federal government as "biotechnology companies of concern" controlled by foreign adversaries

State agencies are also barred from contracting with any entity that uses or procures biotechnology from these designated companies

"Biotechnology company of concern" is defined as a federally-designated entity under foreign adversary control that poses national security risks through multiomic data collection research (genomics, proteomics, metabolomics, etc.)

The law takes effect only upon enactment of corresponding federal legislation prohibiting federal fund recipients from using biotechnology associated with foreign adversaries
