Expands Oklahoma's firearm preemption law to include "firearm and ammunition components" in addition to existing coverage of firearms, air-powered pistols/rifles, knives, ammunition, and supplies

Prohibits municipalities, agencies, and political subdivisions from adopting any orders, policies, ordinances, or resolutions regulating the sale, purchase, ownership, possession, carrying, or transportation of firearms and related components

Allows individuals whose preemption rights are violated to file civil actions for injunctive relief and/or monetary damages against the person, government employee (if acting beyond scope of employment), municipality, agency, or political subdivision jointly and severally

Requires courts to award reasonable expenses (including attorney fees, expert witness fees, and court costs) to aggrieved parties who provide 90-day written notice and prevail on settled law issues
