Authorizes persons with valid Oklahoma handgun licenses to carry concealed handguns on public college, university, and technology center school property without requiring written consent from administrators

Prohibits public colleges, universities, and technology centers from denying concealed carry to licensed individuals unless evidence shows prior violent incidents or reckless disregard for safety

Allows public higher education institutions to prohibit firearms only at ticketed event venues (athletic, theatrical, or musical events) during the event

Provides immunity to public and private colleges, universities, and technology centers from liability arising from accidental or self-defense firearm incidents, except for gross negligence or willful misconduct

Effective date: November 1, 2025
