Expands the Bus Passenger Safety Act to cover all "rolling stock transit vehicles" including buses, vans, cars, railcars, locomotives, trolley cars, and ferry boats, rather than only buses

Broadens the assault/intimidation offense to include conduct that causes "disruption to the provided service or cause harm to any person," removing the previous requirement that such acts be committed with intent to seize control of the vehicle

Adds a new definition of "rolling stock transit vehicles" to the statute and expands the definition of "terminal" to include stops, platforms, and areas immediately adjacent to designated stops

Maintains existing felony penalties: up to 20 years and/or $20,000 fine for seizing control of a vehicle; up to 10 years and/or $5,000 fine for intimidation/assault; up to 5 years and/or $5,000 fine for discharging a firearm

Declared an emergency measure, taking effect immediately upon passage and approval
