Authorizes the Office of the Attorney General to use up to 10% of funds appropriated to the Oklahoma Opioid Abatement Revolving Fund for statewide opioid abatement projects, subject to approval by the Oklahoma Opioid Abatement Board

Expands the definition of "political subdivision" to include boards of regents or trustees of state educational institutions within The Oklahoma State System of Higher Education, making them eligible for opioid abatement grants

Expands approved purposes for opioid funds to include any approved uses authorized by opioid-related settlement agreements in which Oklahoma is a litigant or participant

Changes grant disbursement language from a single "initial disbursement" to allow "one or more disbursements" of opioid grant awards to eligible participants
